Sean M. Flynn, PE


Sean is a owner of the firm and has over 14 years of civil engineering experience.  His experience with Galena Engineering consists of work for municipal, county, industrial and private clients on a broad range of projects.  Project examples include domestic water distribution design, wastewater collection system design, site grading design, storm water drainage design, bridge and culvert design, rural and urban roadways design, and subdivision and site development.  Sean is involved in all phases of the project, beginning with coordination of the survey crew and then moving on to preparation of basemapping, engineering, cost estimating, public presentations, preparation of construction drawings and specifications, construction contract administration, and construction observation.

Sean moved to the valley in 2004 to be a ski bum, but quickly found work at Galena.  He stays busy raising three small boys and, when he has the time, enjoys skiing, biking and paddle sports.

Michael D. Choat, PE, PLS
Project Manager and Project Engineer/Project Surveyor


Mike serves as Project Manager and Project Engineer for the firm. He plans projects, develops funding packages, and designs and provides construction administration for large and small projects. He also oversees the design and design review for the firm’s water system, wastewater, roadway and land surveying projects. Duties include administration, plan review, independent consultation, research, and construction management.  Mike has over 30 years of experience directly related to surveying, including land surveys, construction surveys, and mapping projects. He supervises the work and quality assurance of final drawings, calculations, and field surveys.

Mike is a former principal of the firm who has recently taken a step back to spend more time with his wife Susan.  Luckily, he still graces us with his presence.

Jeff Loomis, P. E.
Project Manager and Project Engineer


Jeff Loomis is a Project Manager and Project Engineer with Galena Engineering, Inc. His 28-year engineering career includes a diverse project history associated with public agencies and private customers in California, Oregon, Washington and Idaho. These projects include water distribution, wastewater collection; site grading and erosion control, stormwater management; bridge and culverts; stream enhancements, rural and urban roadway planning and design; traffic operations analysis and impact studies, and subdivision and site development. His involvement includes all phases of projects including funding acquisitions, planning studies, public input and public agency approval processes, design and construction cost estimating, construction documents preparation, and construction inspection and contract administration.

Jeff also works for Blaine County as County Engineer and stays busy raising three children.

Jim Zarubica, PE, PG 
Project Manager and Project Engineer


Jim’s 24 years of civil engineering experience consists of work for municipal, county, industrial and private clients on a broad range of projects.  These include domestic water distribution and wastewater collection; grading and storm drainage; bridge and culverts; rural and urban roadways; subdivision and site development.

As a Professional Geologist, Jim has conducted projects for numerous major mining companies performing geological, geochemical, and geophysical evaluations. These projects included designing evaluation programs, data collection and interpretation, and recommendations for follow up studies.

In between stints with Galena, Jim served as the Assistant City Engineer for Hailey for 3.5 years.  Z, as he is known to all, enjoys spending time in the outdoors, and with his dog, Milka.
